| The construction of a project takes large expense and long period. Considering every stage in the construction of a project, the stage of investment decision-making has the largest effect on the project cost, followed by the design stage and then the construction phase. Therefore, scientific decision-making and project design selection show great importance in the stages of a project.Combined with a cold storage project in Xiaolan Town, Zhongshan City, Guangdong Province, this paper conducted functional analyses of the project by application of value engineering method. We found that the functional analysis features of this project is its apparent functional hierarchy level and selected the method of classification function score integrated with the factor calculation and redistribution to adapt to the characteristics of the above project. Key part in refrigeration, energy efficiency, power, fire resistance, and security is all the more important, relatively, uniformity of importance and durability slightly. The Refrigeration and insulation part of the functional systems is analyzed first and the modified function scale factors are obtained with high accurate standard. The coefficients are: 0.2539; 0.2444; 0.2556 and 0.2461. Then, cost analyses of every program are carried out by using the life cycle cost theory and the cost ratio coefficients are derived. Have come to the theory of life cycle cost scaling factors for 0.2335; 0.2468; 0.2521 and 0.2677. Accordingly, the value indices are obtained for project alternatives by utilizing the function coefficients and the cost coefficients. Finally, one scheme is selected according to the results of the optimization program. To further understand the influence of economic factors on the process of investment decisions, a sensitivity analysis is made for the results of the data and the economic factors that influence decisions are obtained. Concluded that factors influencing the decision-making of economic importance are: goods flow income, annual electricity costs, cold storage income, project the original investment. Although the value engineering method is not widely applied in the decision-making process of projects in china, useful attempt is exerted in the study of this paper and it may provide a useful reference for the decision for other similar projects. |
