| The accelerating of informatization is not only a strategic measure for China to realize modernization, but also a urgently need and logical choice to apply the Scientific Outlook on Development, to completely construct well-to-do society, to build a harmonious socialist society and to build an innovation-oriented country. In the past our country has made significant achievements in the development of informatization. However, during the same time we have a lot of difficulties, contradictions and problems which cannot be ignored, such as understand the orientation of informatization correctly, integrate the IT and business better, operate the information system more stably and manage risks better and so on.In recent years, the SASAC (State-owned Assets Supervision and Administration Commission) of the State Council has made great effort to promote the informationization of the central enterprises. The central enterprises connect closely with reality and have got remarkable achievements by promoting the application of information technology on creating new products, managing enterprises'operation, improving the operation process, governing corporate and controlling enterprises. To keep the stable and healthy development of the central enterprises, realize the fundamental changes of the development mode and become a large internationally competitive enterprise, the central enterprises need to vigorously promote the thorough application of the information technology.The SGCC(State Grid Corporation of China) put forward to implement the "SG186 engineering" program in all the system in April of 2006. The aim is to strive to build a information integration platform of enterprise integrated, realize information flow and share data in the company. At the same time to adapt to the demand of management company built eight big business management ability, improve the company business ability of management of project.The SGCC has a clear understanding that IT and the effective management of it are the important foundation for all the organizations'successful operation. IT is not only a way of improving efficiency and decreasing cost, it is also a primary engine and guarantee of business innovation and change.The integration of IT and business and the risk control have become a key task of the enterprise's informatization. In order to ensure that the organization's IT can support its business objectives, IT management has mixed a lot of good realities and practices together and institutionalized them. IT management ensures that enterprises can make full use of information, which helps to achieve maximize returns, make full use of the opportunities and gain a competitive advantage. To achieve these results need an IT control framework which can satisfy and support those widely accepted control frameworks of enterprise management, risk management and other similar management. In 1998, after full consideration of the role about the information system in internal control, the ITGI of the ISACA (Information Systems Audit and Control Association) put forward an internal control framework based on the environment of information system——COBIT(Control Objectives for Information and Related Technology). COBIT defines the goals of the high level business control and audit process which associates with business objectives, it not only provides management guarantee and/or improvement suggestions, but also supports the realization of goals of control and audit process. Moreover, COBIT supports the fulfillment of control objectives by auditing guidelines, which help the auditors and managers to review the specific IT process and ensures management through implementing adequate control or putting forward reformation suggestions.COBIT provides the good practices of interdisciplinary and process framework, meanwhile, it reveal the practices through a manageable and reasonable structure. The good practice of COBIT represents the consensus of experts, who focus on control rather than execution. These practices will help to optimize the investments driven by IT, ensure service delivery and provide measures, all these will contribute to making right judgments when something goes wrong.Combining with the characteristics of Chinese enterprises'informatization, this paper puts forward a COBIT model which suits for the implementing of IT governance in Chinese companies by theoretical research of IT governance and practice research of COBIT. By analyzing the application case of putting IT governance into effect in power enterprises, it raises guiding opinions and feasible plans of promoting the enterprises'informatization construction, provides basis for strengthening IT management of managers, servicers and IT personnel. This text summarizes the problems in the application process and puts forward the improvement scheme, hoping that it can find out a COBIT model which suits for Chinese enterprises' implementing IT governance and offer some help in companies'informationlization construction. |
