Green barriers emerged over the last 10 years in the international community and it is a new non-tariff trade barrier, which is inseparable from the globalization of environment problems. The unprecedented development of world economy has brought seriously deterioration to human environment. At the same time, economic development and improvement of living standards led to more requests in human health, safety and other aspects, which showed in international trade in terms of the increasing support and recognition from vast number of consumers on environmental protection measures included in the international trade rules, the increasing amplification of more and more countries'pressure on government's protection of the environment, making the national trade policy become a service tool to environmental goals and increasing of restrictive measures on implementation of the environment protection or prohibit measures to import and export. Compared with the traditional tariff and non-tariff barriers, it has the major essential difference. It has the nominal reasonability, legitimacy of formation, extensity of protection content, concealment of protection methods, discrimination of techniques and so on. Its implementation can protect the economic interests of the importing country as well as the ecological resources and environment.China is a large tea country in the world. Its annual tea production always Occupy more than a third of the total world tea production. Anhui province is one of the main tea areas in China. Tea is the traditional economic crops in Anhui province. With an average annual production and exports have a large proportion to all over the country. But standardized management and tea detection means lag behind in Anhui province, tea safety and health quality level is low, higher pesticide residues in tea. Some tea producer still use illegal pesticides in production, which have serious impact in the tea export of Anhui province. The major export area of tea in Anhui province are concentrated in the European Union, Japan and African market which are most strict area of Green barriers in the world and Green barriers have been a major problem for the export of tea in Anhui province. On the whole, tea exports in Anhui province are on the rise before 2005, though the extent of the growth is not big. Then, the range of the growth of exports continued to decline, appear even negative growth until 2009.This is mainly because the EU and Japan have added to the detection of tea import project and improved the pesticide residues restrictions in 2005. In order to improve the quality of their own tea to reach to the international standard requirements, Anhui province put in a great deal of cost to improve tea quality in production, processing, packing, transportation, marketing program and so on. The increased cost of tea production, greatly weaken labor-intensive and resource intensive advantage in tea exports and have a large effect on the export competitiveness. Thus, the analysis of the cause and influence of the green barriers have great important in the tea production in Anhui province. It will establish green standard consciousness and enterprise standard competition, the concept of green technology innovation and development of green products, execute strict tea production standards, strengthen the production process of environmental management. Then enterprise in Anhui province would reasonably avoid green trade barriers, formulate long-term development direction and development goals.Specifically, in order to increase the tea exports in Anhui province under the limitation of the green barriers, we must improve the quality of the tea, restrict the use of pesticides, perfect quality inspection standard system, set the unified production mode in Anhui province. Such as tea planting methods, medicine, pesticide management, technology method, tea collecting methods, etc. Unified management, expand the scale of production, promote tea standardized production also important. To raise the awareness of the tea brand in Anhui province, improve the added value of tea products, the development of new tea products, enterprise due to make up for the increased cost of the lower profits, and increase enterprise economic interests. In August 2011, Zhejiang province has become the country's first area set up the early warning mechanism of tea provinces. Anhui province should learn from the experience of the industry in Zhejiang province, to set a special information management institution of the Green barriers, collect information, predict major Green barrier change trend, provide early warning to the tea industry, reduce the loss of tea exports due to Green barriers in Anhui province, maintenance the interests of the enterprise in Anhui province.
