In 1970s, some countries in Europe are suffering from serious structural unemployment; The OECD attempted to establish positive policy in labor market which is named"Active Labor Market Policies (ALMPs)"to increase the employment and re-employment. In Asia, China began to introduce and develop Labor Market Policies in 2002, and fully to implement in 2003. Due to obviously contradiction between supply and demand in Labor force, it is a big issue for us to improve employment and re-employment as well as insuring the stable growth for our economy. Besides, the quality of employees should also be enhanced. Consequently, the research on unemployment in the current situation and analysis on the implementation of ALMPs to existing problems are meaningful and significantly important for our country.The paper is divided into five chapters. Firstly, after reviewing lots of related papers, I summarized the research backgrounds and the areas and methods which scholars around the world are specialized in. At the same time, I analyzed my innovation for this issue and the point which need to modify or update in the future. Secondly, I studied the practice and implementation of ALMPs in OECD countries and developing countries. For the third chapter, I introduced the background for ALMPs implementation in China,in which the basic situation of China and the specific content of ALMPs are included. Next, I focused my research on the performance of ALMPs in China and analyzed its effection in employment promotion as well as its problems. Finally, I attempted to provide some reasonable advice for ALMPs improvement.Based on my research and comparison between China and foreign countries, the conclusions are as below: ALMPs played an important and positive role in reducing unemployment and re-employment promotion. However, its implementation should be enhanced, and the relevant employment services and vocational training system is not perfect. Funds management should be standardized. At last, I put forward some policy suggestions: Government should increase capital investment of ALMPs, improve the construction of associated infrastructure facilities, promote the equalization of public employment services, strengthen its leadership in promoting employment, carry out different policies for different unemployment groups, link up the short-time policy of employment and long-time strategy of employment, continue to strengthen the implementation of project related to ALMPs, regulate management the funds of ALMPs with a unified and standardized approach, counte the relevant data in detail and publishing timely, improve the ALMPs which is suitable for China's national conditions in many ways.
