The Establishment And Evaluation Index System To Rural Informationization Of Shunyi District

Agricultural informationization as booster of traditional agriculture transformation and rural economic development got the state and local government's attention. The rural basic network, agricultural information resources, agricultural science and technology service network, informationized technology application, farmers training had achieved rapid development. However, there were still many deficiencies in the rural informationized construction. It was urgent needs to strengthen theoretical study of rural informationization technology. How to scientific evaluating the effectiveness of rural informationization construction, to comparing different regions of rural informationized level, to identifying different areas of informationized technology in rural development gap and advantage, are the significance of scientific guidance to the rural informationized construction.Based on the scientific definition of rural informationization, to combine existing research results and evaluation methods, in building the basis of evaluation index system, mainly selected for six-level indicators, including: the construction of rural informationization resources, information basic conditions, rural informationized management, farmers information, agricultural informationization and conditions of informationized technology support. There are a total 22 secondary conditions of agriculture-related databases, the number of agriculture-related websites etc. It used the scoring method and the factor analysis to evaluation the rural informationization construction.Using this informationized index system to evaluated the rural informationization in Shunyi District in Beijing, it showed that the informationization level of Shunyi District was basically in the hardware enhance and computer network development stage. The obvious feature was the rapid growth of technology hardware and informationized penetration. But was low level of rural informationized technology application as a whole, lacking of effective integration of resources, out of touch in informationized supply and demand, difficult to docking of the services of government and corporate and farmers demand. For the evaluation results, the text suggested many recommends of rural informationized development in Shunyi District, as scientific to build rural informationized mechanism, exploring new service models and ways, developing rural informationized policy and establishing standardized training and training system.The evaluation result was conforming of the Shunyi District's actual rural informationized level. It indicating that the index system is valuable for evaluating the regional level of rural informationized development, to guide and standardize the rural informationized construction. It can guide the rural informationized construction and provide the basis for long-term strategic planning of rural informationized development.
