Since Joseph A Schumpeter put forward the theory of innovation, it has always been the hot issue of academic circle. Recent years, our country realizes the importance of innovation to the development of economy and society. In 2005, implementing independent innovation strategy was put forward formally at the Fifth Plenary Session of the 16th Central Committee of the CPC. The session has pointed out explicitly that strengthening the capability of independent innovation should be treat as the basic point to develop science technology and the core link to adjust economy structure and to transform the economy growth pattern when we make great efforts to initiate Chinese characteristics of technology innovation.Under this background the paper is finished, combining supervisor's project"Research about Innovation Mechanism on Technology Cooperation of Pan-pearl River Delta Region"given by Hunan Science and Technology Department.This paper starts from drawing forth conception of innovation and summarizing the achievements about technology innovation, independent innovation, regional independent innovation. Then compares the current innovation situation between Pan-pearl River Delta Region and Bohai- Rim region which share the similar economy output. We found that the former enjoys superiority over the latter on capital input of R&D and on degree of opening. However, it lags behind at industry structure and human resource input of R&D. As to the output of patents, the former predominates on total quantity of patents but is inferior at quality of patents. The following passages analyze the factors which affect the innovation capability theoretically from three aspects: R&D input, regional economy level, international technology spillover. At last, the paper adopts panel data from 2000 to 2008 to construct the model about independent innovation ability of Pan-pearl River Delta Region and Bohai-Rim region in this way: we plus inventions and utility models of patents application granted as the norm to measure independent innovation in empirical analysis. As to the domestic and international interflow factors affecting independent innovation capability, we classify them into three categories: R&D input, domestic economy environment, exchange and opening. After comparing and analyzing the regression results of the two areas, it proposes some suggestions and counter-measures to level up independent innovation of Pan-pearl River Delta Region.
