The context of globalization, cities face a number of queries, including serious shortage of resources, life inequality, environmental pollution, traffic congestion and so on.Low-carbon development has become one of the most important parts of the sustainable urban development in 21st century. Low-carbon cities are like a carrier to urban space and it needs the development of low-carbon economy, low-carbon building and transport, and changing the traditional consumer values and thereby to maximize the reduction of greenhouse gas emissions. The construction of new low-carbon city is the important way to solve the global climate changing problems and energy security issues, because the city is as the main carrier of energy saving and it is demanding of long-term harmonious development of society. Urban transport activities as the main bearer of the city, charging with the inescapable responsibility for emissions reductions. It should be done that reduce urban transport energy consumption and carbon emissions from transport. We must have a new perspective on urban mobility to explore a new urban transport development model which is more efficient, much cleaner and more sustainable. It is the challenge for urban transport system that promotes the low-carbon economic development with green GDP.On the base of previous background and study, considering the reality of Wuxi, paper sets up the carbon dioxide emission factor model of Wuxi urban transport on the view of partial least squares algorithm. The model contains 10 factors which may effect the carbon dioxide emission of urban transport, including the urban population, the social economic development level, the purchasing power of residents, the development of new technology, the public transport share, road congestion level and the traffic demand. Data comes from the Wuxi Bureau of Statistic and paper uses the partial least squares regression to analysis and inspect the proposed model. According to the empirical analysis above,we can get the conclusions : (1) The main factors that influence the carbon dioxide emission of urban transport are the number of motor vehicles, the daily passenger volume of buses, the road area per capita, city population and residents income level. (2) The daily passenger volume of buses has negative effect on the carbon dioxide emission of urban transport. (3) The investment on the development of new technology may reduce the the carbon dioxide emission while it doesn't work effectively.The innovation of this paper lies in applying the partial least square algorithm to the carbon footprint of the urban transport, quantitative analysis of carbon emission factors and influence mechanism, construction of the urban transport emission factor model and based on the development of low carbon urban transport.
