Question:Now, China has enter the key point of the new medical reform. For years, the problem of "medical treatment is difficult and expensive" has been somehow get resolved partly, but not totally. As the phenomenon of aging getting more and more, the demand to the medical service will rise in a large number, the burden of the the public health service will get further heavier. The new medical reform not only have not resolved the promble in question totally, but also will face more challenges. As the main supplier of the medical service, the hospital, thought as the reason of the problem above, are blame by many parties. The public hospital, holding the90%of the medical resourse, hold the main public health responsibility.Resolution:At present, the public hospital need to pursue the economic benefit modestly in condition of the social benefit. The most important social benefit of public hospital is to improve its public welfare, besides meeting the demand of the patient constantly from the quality and quantity, controlling the increase of the fee. On the other hand, as to the economic benefit, building a suitable imput—return mechanism to absorpt the funds apart from the finance funds. In other words, it means building up a multiple financing channel and reasonable compensation mechanism. However, pursuing the adequacy of the funds blindly is not enough at all, the industry management and the access mechanism is also very central to control the allover level of our medical industry. Under current system, there has been a contradiction between the maximizing of the social benefit and the maximizing of the economic benefit inside the hospital, which manifestsspecifitly the conflict between the hospital and the patient, and the confilct between the hospital and the government. So changing the system is the only way to resolve the conflict, what's more, when it comes to change the system, changing the financing channels will come first. In other words, expending the financing channels of the public hospital is the certain trend of new medical reform, in condition of the public welfare. On one side, people want introduct the market mechanism into the medical industry, on the other side, people want the public hospital to "do things difficultly", not to operate in the way of market, to raise the public welfare. Which obviously can realize both. Once the public hospital is required to create income, its motivating mechanism will deviate from the public welfare "path". The behave of the public hospital will not meet the need of the public welfare. Therefore, the system is to blame in the final analysis, but not the surface phenomenon of the reduction of public welfare of the public hospital.Conclusion:According to analysing the public hospital both in China and Hangzhou, this paper get the conclusion that the financing chanels need to be improved at once. On the base of that, the paper leads the tax-free bond,BOT used in the public sevice field in developed country into China to extend the financing channels of public hospital in China with the purpose of the long-term development of public hospital. At the end, considering the specific condition of the public hospital in Hangzhou, the paper get the conclusion that the actual condition and the conclusion in question are consistent according to the surey census.
