With the establishment of the combination of market allocation and governmentguarantee system, public housing construction plays a strategic role in perfecting theaffordable housing system and optimizing the resources distribution. But the insufficientcapital, the single sources and low financing efficiency have become the bottleneck inthe development of the public housing construction. These can cause the slow progressof public housing construction and the shortage of supply problems, which willinevitably affect the effective implementation of the housing security system and is notconducive to safeguard our country "sandwich layer" of their basic right to housing.Therefore, to effectively solve the funding issues of public rental housing constructionis an important prerequisite for promoting its sound development. This article focuseson capital sources of the construction of the public housing, analyzes diversifiedfunding sources and their optimized combinations, which can provide a reliableguarantee for circulation of money, and offers a thinking direction. Main researchcontents are as follows:The first part discusses the present situation of fund in public rental housingconstruction. It analyzes the current situation at the macro level, and discusses fundingproblems combined with imbalances in supply and demand of China’s public housing. Italso analyzes the main sources of funds and financing characteristics at the micro level,combined with the distinction of public housing、other affordable housing、commercialhousing and its features. It analyzes and summarizes the main problems of publichousing finance in our country by systematically researching the sources and financingmodes in public rental housing construction.The second part analyzes the capital sources of public rental housing construction.Based on the modern financing theory, it uses the SWOT method to make a comparativeanalysis on public rental housing construction loans, bonds, REITS, etc. It introducestheir advantages and existing problems, the external environment opportunities andthreats of the various channels. Based on the comparative analysis of various channelsand project’s funding needs in different stages, the channel of combination of financialcapital, short-term and long-term to raise funds is emerging, which can disperse anddefuse financial risks in public housing construction caused by financing insufficiencyand simplification. The third part discusses the diversified selections of channels and measures.Combined with the principles of financing and the use of fuzzy comprehensiveevaluation model to judge the capital source channel of financing efficiency, it providesa decision-making reference for the selection and optimization of diversified sources offunding channels—to choose the select+bank+REITS loan portfolio of financialcapital financing. Through policy environment support, constructing perfect financialinvestment and financing system, and expanding public housing project, we can ensurestable channels of financing、loan, make financing and repayment cycle chain, as wellas improve financing ability and financing efficiency of public housing construction inChina.
