Several Problems About The Development Of Highway In Western Of China

Stratagem, construction scale and tactics of highway development in Western China are included in the paper during implementing strategy of the West development. Integrated theoretic and case analysis, the author presented development objective and planning scheme and reasonable scale of highway construction, put forward development tactics analyzing development environment. The paper tried to formulate qualitative conclusions and evidence for superstructure, which do good for the development of highway construction in Western China.Based on theoretical development economics, regional economics and location science, the author discussed development pole theory, developmental axis theory and point-axis development theory and three corresponding regional development modes. The paper analyzed relationship among location, transportation and regional and interaction between transportation and regional economy development. Summarized relation theories and practical experiences about progress of underdevelopment regions in some other countries and their adaptability to Western China, the paper put forward a strategy system of unbalanced- harmonious development of highway construction in Western China. The strategy is corresponding to three kinds of development modes: developing regional economy from a pole point, point-axis belt or a network, based on the economic and environmental characters of each sub-zone of Western China. Key programs of the strategy system are given integrating with planning and construction status of highway at same time.Analyzed main potential factors which can influence the highway development of Western China, scenario analysis method was applied to forecasting highway construction scale of Western China, considering features of location, geography and environment in Western China. Applying scenario analysis, the author formulated a model of highway construction scale forecasting and put forward reasonable scales of highway network construction of each zonal of Western China during 11^th five-years planning. Key programs and construction scales of each level and sub-zone in westernarea were analyzed.After summarized appraisal indexes and model of analyzing highway development tactic, the author analyzed highway construction environment of Western China with SWOT analysis quantitatively. Conclusion of SWOT analysis is that the development environment of highway construction is poor inside and in middle condition outside. A set of tactics of highway construction in Western China and key programs of it are put forward based on the development strategy and reasonable scale analysis.
