The21st century is an era of knowledge economy. In such a new and critical age, the intelligence factors become the first resource for enterprises to make profits, and human resource possession, distribution, rational use and other factors become the important guarantees for enterprises to improve their market competitiveness. As a importantpart of the human resources strategic planning, we should build a multi-level, pointed and strategic training system, which is an important means for a company to meet employees' needs, attract and retain qualified personnel and to seize the market opportunities.For these reasons, the paper is based on the strategic development of business ideas, to take Tianjin Port, a historic port company for an example, to elaborate the necessities of establishing a strategic training system in a scientific, comprehensive and systematic method.The paper includes six parts:First, elaborating the background, meaning, purpose and the problems to be solved; Second, reviewing the relevant domestic and international management literatures and analyzing the development of staff training and the necessities of establishing the emplyees training system through the relevant concepts and theories interpretation; third, through case studies, describing the status of Tianjin Port staff training and problems; fourth, analyzing the business development process of Tianjin port strategic training system and proposing to establish a hierarchy, dynamic and targeted training system; Finally, from the organizational structure, management training, corporate culture established to analyze the guarantees of establishing the training system..
