Illegal harvesting and illegal forest products trade had attracted high attention with globalforest products consuming increasingly. Some developed countries had implementedgovernment procurement policy for forest certification products to promote the legitimacy andsustainability of forest products. As there were illegal sources risks in forest products trade inChina and government procurements for forest products have increased significantly in recentyears, it is urgent to construct government procurement policy system for forest certificationproducts.The present paper focused on the government procurement policy for forest certificationproducts. Firstly, the specific connotations and implement targets of government procurement,forest certification and Chinese forest certification system were expounded in detail. Later, theformulating, content, executing, revising and evaluating of government procurement policy forforest certification products in seven countries in EU were analyzed comparatively and the caseof Japanese was analyzed deeply, in order to offer a series of experiences for constructingChinese policy system. Then the advantages and necessity of policy implementation wereanalyzed, in consideration of the development of Chinese forest cirtification, the foundion oflaw and policy and the risks and challenges in forest products trade. And then Chinesegovernment procurement policy system for forest certification products was built. Finally, thepresent paper pointed out the objects of future research.The conclusions of the present study were as follows:(1) Government procurement whichwas the main method of national macro-control, could play the role of policy guidance. It wasused to combat the illegal logging and promote sustainable forest management.(2) The policyof developed countries could be regarded as important references. China's governmentprocurement policy for forest certification products should not only learn from foreign policyexperience, but also combine with China's national conditions. Only in that way, the policystandards will be reasonable and feasible.(3) Considering the favorable conditions and austerechallenge in trade, constructing government procurement policy for forest certificationproducts is imperative and feasible.(4) China's government procurement policy system forforest certification products includes six aspects: policy scope, procurement guidelines, productclassification and catalog, product prices, product procurement methods and procedures,product labels. The fields need to be studied in future include: Enhancing study on unifying Chinesepolicy and international policy, evaluating effective of policy implementation, carrying outstudy on the replenishment strategy for vulnerable groups in the market and paying attention tothe research on substitutes of forest products.The present paper will provide experiences and foundation for formulating andimplementing the government procurement policy for forest certification products andimproving public awareness of green consumption. Moreover, this paper should promote thesustainable development of Chinese forest products trade and the level of sustainable forestmanagement.
