Park and Ride (P&R) as an urban traffic demand management measure, it canguide cars transfor to buses,can reduce the traffic pressure of the urban centers, mitigationthe urban road congestion,and adjust the city traffic structure and the traffic flow's spatial andtemporal distribution.At present,although some European and American counties hadsuccessfully builted the P&R system,the research of P&R system is still in the infancy inChina.The paper first discussed the conditions of our cities build P&R system,combinated ofFuzhou's motor vehicles,roadnet and rail transport development, analyzed the feasibility andnecessity of Fuzhou to establish the metro and private cars' P&R system. Then,throughsurveyed the Fuzhou car owners P&R intentions,and analyzed the results,obtained theFuzhou car owners for P&R travel behave tendency.Then selected the disaggregate BinaryLogit model,the paper gave the model's solving algorithm and steps, and filter out theselection larger independent variable factors with survey data and statistical software SPSS,inorder to establish the P&R demand forecasting model. With other studies which usingmathematical models to optimize the location,the paper baosed on ArcGIS technology tooptimize site for Fuzhou Metro and private cars P&R facilities: digitizated the Fuzhou maps,identified alternative sites,and conducted network analysis and spatial analysis for thealternative sites, then analyzed and contrasted datas to determined the optimalpoint,eventually determined six distribution points.Using ArcGIS software for P&R site is aneffective method of combining theory and technology.Meanwhile, the paper put forward the implement strategies for Fuzhou metro and privatecars P&R according to Fuzhou characteristics and foreign experience,and analyzed the P&Rfacility internal functions design principles. Then, the paper selected based on DEA principlesof continuous model to evaluate the transfer efficiency of the P&R facilities. Finally isthe paper summary and outlook.
