Research On The Evaluation Of Technology Transfer In Taiyuan

Technology transfer plays a key role in the development of regional economy, the evaluation ofwhich has important practical significance. Tai Yuan, in the recent years, highlights the conversionof the application of scientific and technological results, where remarkable achievements have beenreceived. However, distinguished gaps are still existed compared with other developed cities. As aresult, it will definitely be worthy of exploring about how to speed up technology transfer and thuspromote its achievements. In this paper, subsidized by a project called "Shanxi Province high-techventure capital system and platform construction", one Science and Technology InfrastructureConstruction project directed by Professor Zhang Suodi, empirical study of the technology transferin Tai Yuan city has been put forward with the help of application of dynamic and comprehensiveevaluation method, withdrawn levels both vertically and horizontally. In summary, the main work islisted as following:1. Evaluation index system of technology transfer achievements has been established.A new evaluation index system of technology transfer achievements has been established afterconsulting the relevant references of Chai Guorong and Liu Xuanhua, newly increasing of thenumbers of scientific papers for the domestic Chinese journals and two indicators of up-to-dateproduct development projects to reflect the input capacity of existed achievements of technologytransfer, being constructed from three aspects such as transfer input, transfer platform as well astransfer effects.2. Empirical analysis has been applied to evaluate the efficiency degree of technology transfer within the Eastern, Central and Western region, furthermore, efficiency degree of Shanxi Province.Use of the transfer matrix analysis to enforce an empirical study, both study of efficiencydegree of the Eastern, Central and Western regions and the efficiency of technology transfer inShanxi Province, the results of which show that technology transfer efficiency of Eastern parts isobviously higher than the Central and Western regions, where unique characteristics of gradientdifferences have been detected. Shanxi Province, where technology transfer is less effective, ranks in the fourth grade.3. Technology transfer in Tai Yuan city has been evaluated dynamically.Technology transfer in Tai Yuan city during the years of2008-2010has been evaluateddynamically with application of dynamic and comprehensive evaluation method, withdrawn levelsboth vertically and horizontally, the results of which has been illustrated that it listed as number fivewithin the six provincial cities in the Middle region. Such method in the evaluation implies timefactor weights, which avoids the errors caused by time index data distortion at some points, beingmore suitable to the dynamic evaluation of the technology transfer in Tai Yuan.
