| With the outbreak of COVID-19 in China and even the world at the end of 2019 and early 2020,countries began to race against time to develop COVID-19 vaccine.The drug or pharmaceutical field where the new vaccine research and development is located has also become the focus and focus of the whole society after the epidemic gradually subsides.The biomedical industry,one of the three high-tech industries mainly developed and supported by the Shanghai municipal government,and the biomedical manufacturing industry,one of the six key industries in Shanghai.On May19,2021,the Shanghai Municipal People’s government issued several opinions of the general office of the Shanghai Municipal People’s Government on promoting the highquality development of the biomedical industry in the city,which clearly pointed out that "the Shanghai Municipal People’s government will give key support to the pharmaceutical field and other biomedical related fields and strengthen the incentive for the transformation of clinical research results".Patent is one of the main carrier forms of scientific and technological innovation achievements in the field of biomedicine.The transfer and transformation of patent technology is an important part of realizing the efficient transformation of clinical research achievements.Therefore,this paper studies the patent transfer behavior in China’s biomedical field,identifies the characteristics of technology transfer in this field,and tries to reveal the reasons for this transfer situation,which has certain theoretical and practical significance to make up for the gap in the research on the development status of domestic biomedical industry based on the unique perspective of patent transfer,and help the government formulate patent transfer policies and enterprises formulate patent operation strategies.Firstly,the macro characteristics of patent transfer in the field of biomedicine in China are analyzed through descriptive statistical analysis;Then,using the social network analysis method,this paper studies the characteristics of cross regional and cross urban agglomeration patent transfer network in this field;Then,starting from the representative subject of listed companies,taking listed companies and their controlled enterprises as nodes,and based on the perspective of internal transfer,this paper analyzes the characteristics of patent transfer of listed companies;Finally,it summarizes the conclusions of the above research,points out the characteristics of technology transfer in the field of biomedicine in China,and puts forward targeted solutions to the problems existing in the current transfer situation.It is found that there are obvious differences in patent transfer among regions in China,and there is a technological potential difference among regions;The overall transfer network presents an obvious "core semi core edge" structure;Geographical proximity is conducive to the formation and strengthening of the transfer relationship;The transfer relationship between urban agglomerations is close,and affects the patent transfer in the surrounding areas;The regional or regional boundaries of biomedical patent transfer are obvious,and there are obstacles to cross provincial transfer;The characteristics of inward transfer of biomedical listed companies are prominent,and outward transfer rarely occurs.Different from previous papers on patent transfer behavior,this paper chooses to integrate multiple dimensions and perspectives,including transfer in,transfer out,rotation,external transfer,internal transfer and the perspective of listed companies,so as to better find the general characteristics of China’s biomedical technology transfer,enrich the research system of patent technology transfer,and sort out the universal problems existing in the relationship of biomedical patent transfer,Put forward corresponding optimization policies in order to promote the efficient transfer of patents in biomedicine and related fields. |
