With the social progress and economic development, electicity is becoming increasingly important in daily life, and its application is also becoming more widely. The modernization of production and lifestyle makes a higher level on requirements of power system reliability. In traditional management mode of China's power industry, the generation, transmission, distribution, sale of electricity is in the state of vertical integration, and the government is responsible for the operation of power system. Because power system reliability is centralizely managed by power system, the government need guarantee power supply reliability of the whole society. However, with the reform of electricity market and the introduction of market-oriented factors into the operation of power system, power supply enterprise plays an important role in securing the power supply reliability of power system and reducing the risk of power supply.Based on the intuduction of risk management theory and reliability theory, the possible power supply risk of urban core areas is analyzed by way of risk management thinking, and find out the main risk factors that affecting the power supply reliability of urban core areas.At the same time, how to prevent and control risk factors in order to secure the power supply reliability of urban core areas is dicussed. And then the power supply reliability of urban core areas is evaluated by Analytic Hierarchy Prccess(AHP), and the main factors that affecting the power supply reliability of urban core areas are found out.Combined the evaluating result and the current exsiting problems of power supply guarantee and emergency system, the refines and improvements of power supply guarantee and emergency system of urban core areas are done in order to secure the power supply reliability and the ability of dealing with power supply emergency of power supply enterprises.
