As early as1998,the policy which called "One Grid One Price" as the core content of the rural electricity reform began to start. It aims at reducing the burden on farmers and promote economic development in rural areas. Currently most of our urban and rural areas have achieved the same price of electricity, but some areas still has not achieved the "One Grid One Price" due to historical reasons,today, our country is about to start a new round of rural power grids, and strive for three years urban and rural areas across the country to achieve the same price of electricity. In this context, on the basis of summing up the area where has achieved the "One Grid One Price" policy,the paper do a further study on the same price both theory and methods, and then puts it in practice.Firstly, analyze the causes of the differences between urban and rural electricity and summarized the relevant documents of price.Secondly, four "One Grid One Price" computing model was built according to the status of one actual in north China. Before putting the four models into practice,the advantages and disadvantages of the models are analyzed. The way how to implement the program of "One Grid One Price" are given.Finally, a calculation model which is used to solve the source of reducing funds are proposed base on the environmental factors and the level of regional economy. It will provide a new way to solve the funding sources which will take place in those areas where the "One Grid One Price" policy haven't been executed.
