Study On The Goods Purchasing Invite Bid&Evaluating Method Of Petroleum Engineering Project

Bidding procurement is one of the international purchasing methods. In our countrymore and more enterprises have dealt with their material procurement through bidding. Theoil industry is the basic industry of the national economy, and its bidding and purchasing aredifferent from other industries due to its industry characteristics. Therefore, the study onbidding process of the oil project material procurement and bid evaluation decision support byway of scientific and systematic evaluation can exploit value-added potential caused bybidding and purchasing.In this paper, we summarized the present study status of bidding and purchasing indomestic and overseas and proposed the background and significance of the research. Therelated theory about material procurement and material procurement bidding is concluded,and the current bid evaluation models are analyzed. Hence, the connotation and characteristicsof the petroleum engineering project materials are defined, all of which lay the theoreticalfoundation for the research followed. Based on the status of the existing bidding for oilprojects, the problems and reasons for oil projects bidding in practice are analyzed. On thisbasis, combining with supplies classification of oil engineering project, we build bidevaluation index systems and models corresponding to the general and important supplies ofthe petroleum engineering project materials respectively. Finally, considering the problems ofpetroleum engineering project bidding in practice, we propose measures to enhance nationaloil project material procurement bid evaluation. By researching the bid evaluation of thepetroleum engineering project supplies, this paper aims at providing a scientific, reasonableand effective bid evaluation system designed for oil enterprises in order to improve the levelof petroleum engineering project supplies bid evaluation.
