A Research Study On The Operation And Management Mode Of Southern Xinjiang Qilu Industrial Park Of Shule County

With the rapid economic development of Xinjiang as well as its industrialstructure adjustment and optimization, the development of the industrial park hasgradually become an inevitable choice of path of the economic advancement. Kashi isa prefecture rich in natural resources as well as history and folk customs, however,due to the backward business management philosophy and mechanism, a singlechannel of business investment, lack of talented intellectual, etc., the industrialdevelopment of Kashi remains relatively lag behind. Taking all of theabove-mentioned factors into consideration, the Provincial Party Committee ofXinjiang Uygur Autonomous Region and the provincial government have placed greatsignificance to the industrial development and establishment the goal of building astrong western industrial region. Given the opportunity, the city of Kashi hasconstructed a variety of characteristics industrial park across its many counties. Since2006, under the auspices of the Shandong provincial government, Xinjiang regionalparty committee and Kashi prefectural administrative office and various governmentorgans across all levels, Shule County, through the construction of industrial parks,using the concept of county development and prosperity through resources andindustrial parks, with the integration of regional resources, focusing on leading role ofresource development projects, has prompted the simultaneous development of theindustrial park, urban construction and the public facilities. Shule County has alsoinitiated the development model of the resource exploitation plus investment plusurban management.Presently, although the Southern Xinjiang Qilu industrial park operation andmanagement model has made some achievements, there remain many aspects need tobe improved in the course of development. Through the continuous improvement ofthe industrial park operation and management, one can enhance the comprehensive competitive strength in order to realize the sustainable development of the industrialpark. This thesis work is the research analysis of the operation and management modeof Southern Xinjiang Qilu industrial park.This research, through the use of data collection, interview and research analysis,has collected and presented large amounts of data. Utilizing the fuzzy comprehensiveassessment method based on the theory, the establishment of the industrial parkoperation and management mode analysis model based on the analysis model, thiswork has taken the Southern Xinjiang Qilu industrial park as the specific study objectand focused significantly on the park operation and management mode, in the meantime, completed the comprehensive evaluation of the effectiveness of the parkmanagement and operation. The research project has also identified various issuesassociated with the industrial park operation and management mode and explored itsremedies based on the analysis as well as evaluation of the park. In the end,suggestions and advice are provided in order to achieve a healthy and sustainabledevelopment of the industrial park.
