Chinese Manufacturing The Westward And Labor Shortage

In recent years, because of the production cost rise, many labor-intensive factories have to move westward. According to incomplete statistics,08to09years, Dongguan city have at least1500factories to move to inland. The main driving factors of factories westward movement is that there are abundant cheaper labor resources in the west. Either the academia, politics, or the factories itself, are convinced that western area have abundant labor force. But the fact is the westward factories are short of workers.I use the Anthropological survey method to investigate H county of Hunan Province, understand each of which attitude and subjectivity of government, factories, peasant-workers in face of lack of workers, analyze the reason of labor shortage, and propose how to solve this problem.I think there are a large number of agriculture labor force at present in China. I support the point which regards labor shortage as constructional shortage. The immediate cause which makes the western factories labor shortage lies in the fact that the Capital logic and the Government logic meet the Local.What do migrant farmers go out for? This question cannot be completely explained by economics analysis. Farmers have subjective initiative. In addition to money, they also want to have a great turn in life, self-growth, brighter future of family. They return home in order to seek peace, end-result, and more dignity, to realize their own value, for the future of the children. In order to attract returned migrant workers to attend the westward factories, their needs must be meet.However, westward factories mostly copy coastal factories operation and management mode:harsh recruit requirements, suffocating pipeline operation, high working intensity, wages lower than coast, strict management regulations, no private space dormitory system, poor working environment. The work of lack of humanity kept workers away.The reason of western factories labor shortage lies in the factories can not suit peasant-worker's psychological need. I think that subjectivities plays a very important role in politics and economy, and microcosmic agency have a great effect on the objective facts. Base on the imagination which that there are abundant cheaper labor resources in the west, the large coastal factories move to west. On the other hand, the fact of western factories labor shortage, such as H town, will correct this imagination. Similarly, the intention of peasant-worker pursuit dignity and self development will also change the factories management mode in the future.
