Food Safety Traceability System Construction

Food safety traceability system, the first EU response to the problem of "mad cow" in1997and was gradually established and perfected, food safety traceability system is an important measures to ensure food quality and safety, implement food quality all-round whole-process supervision, to improve transparency in the quality control. Rely ing on the modem database management technology, network technology and bar code technology, all aspects of the entire food chain, from production, processing,packaging,transportation,storage,distribution to sale, record,collection and inquiry the information, in this way we can trace back to the food source and flow. When a food problem occurs, through the system can trace back to each link, provides effective monitoring methods to ensure food safety.Once the food security problem is detected,through food safety traceability system,we could issues immediately to check the food source, make clear the links in first time, provide food security and warning information early, quickly recall the problem batches of food, effectively control the spread of malignant, the maximum possible reduction and elimination of unsafe foods may cause harm, at the same time severely punish the perpetrators. Study on food safety traceability system in China began in2002, in recent years we began to focus on and gradually pilot and promote.The author through the consult massive literature material, and carries on the analysis, the classification, the synthesis to these research article, the goal lies in the understanding at present this domain research progress, avoids carrying on the repetition work with other people, and in this foundation, conducts the further research.This paper inserts from the basic content of food safety traceability system, from the reality and urgency of improving the food safety traceability system, and through the methods of comparative analyses and the domestic experiment site case analysis, analyzes the present situation and problems of China's food safety traceability system, through a focused analysis of the causes of the problem, drawing on experience in domestic and foreign countries or regions, propose countermeasures and suggestions to solve the problem.The author discusses in detail of the "Four in One" food safety supervision mechanism, which can be traced back to the food safety management.The so-called "Four in One" food safety supervision mechanism, is to strengthen the supervision of administrative functions as a focal point, to strengthen self-discipline and restraint mechanism for managers of food production as the key point, to strengthen supervision by the public as a secondary point, to strengthen the information, electronic and network of food safety traceability system as a supporting point.Improving food safety traceability system, must grasp from two aspects, such as the soft environment and system construction, and based on the real situation in China, based around the development and food enterprise's comprehensive strength, first in the major cities,areas of focus and enterprises, require enterprises to build food traceability system by mandatory approach.The theoretical significance of this study is, through the current situation and the reason analysis of food safety traceability system in China, finding the effective methods to constantly improve food safety traceability system, provides help for the full and effective functioning of the traceability system for food safety.
