Economics analysis, we usually think that town is changed is the development of non-agricultural economic elements to urban agglomeration process. New system economics thinks, in the process of urbanization of rural towns is evolved, it differs from the rural population and activity mode of the system arrangement, economic development is bound to promote all kinds of economic elements in the region between the flow, urbanization is the result for this kind of running.Urbanization is the process of socialization, the subject and core of socialization human beings, so is the urbanization. If town is based on the view of socialization sight, urbanization is no doubt that the problem of people, of human and social development, and of ideal lifestyle which people pursuit in the social life.This paper focuses on the problem below:how to change from neglecting to respecting people, how to highlight the value of comprehensive human development, and how to make the urbanization real ideal of the modern lifestyle during the process of urbanization in China, facing to issue that emphasizing on economic development and the growth of the "objects", neglecting human's and the all-round development of the "people".The first chapter from the basic theory, discusses the main theories of the urban and rural and the traditional theory of urbanization, and introduces Marx's concept of scientific development and Amartya Sen's concept of freedom; in the second chapter, the author analyzes the relationship between the urban and rural, and states the content of "'human beings'development"; the third chapter pointes out the backward of traditional theory-ignoring the evaluation of "human development" and constructs the index system about the "human development" by analyzing China's urbanization level evaluation index system; the fourth Chapter is the core section of the article, which starting from a realistic point of view, digging the demands of the "human development" during process of urbanization, at the same time, analyzing the possibility of weakening human's ability in the process of urbanization according to Amartya Sen's extension tool of the real freedom-the four instrumental freedom; the final part of the paper is policy recommendations.
