From the18th century industrial competitiveness theory into the theoretical circles, andthen to Michael Porter's Competitive Advantage of Nations—the advent of the diamondtheory, international trade theory has gone through the theory of absolute advantage, theory ofcomparative advantage and factor endowments theory theoretical period. Different from theother theories, Porter's theory is not from the trade point of view between countries, but fromthe perspective of the industry to the national competitiveness to explain.High-tech industry as an emerging industry, because of its market potential, hugeindustries association, high level of technology, high added-value, low pollution levels, lowenergy consumption and other advantages, is becoming the leading industry and strategicindustry for the world countries striving to develop.Since the reform and opening up, China has established many National High TechnologyIndustrial Development Zones in56cities. China's high-tech industry is developed rapidly,and gradually formed its own industrial scale. As the largest economic center in the upperreaches of the Yangtze River, southwest industrial and commercial city and the sea and landtransportation hub, the power of Chongqing in China's economic development can't beignored. However, because the large proportion of traditional industries, the obviouscontradiction between industrial structure and other reasons, Chongqing's economicdevelopment and the development of the eastern region is still a big gap. Therefore, it is anurgent need for Chongqing to develop high-tech industry to improve its economic strength.To find out the inadequacies in Chongqing hi-tech industry development, in this paper,Michael Potter's theory of competitive advantage as the theoretical basis, the domestichigh-tech industry as a reference to the establishment of Chongqing high-tech industrycompetitiveness evaluation index system from endogenous and exogenous. And26provinces,autonomous regions and municipalities of a total of33indicators data in2010addition toHainan, Xinjiang, Qinghai, Ningxia and Tibet are used to analysis the hi-tech industrialcompetitiveness of Chongqing. The results showed that investment in R&D funding, humanresources for science and technology, government efforts to support high-tech industry aremajor factors that influence the competitiveness of high-tech industry in Chongqing, while theGM model result showed that the Chongqing high-tech industry contribution to GDP is low.Finally, two aspects of the proposal are given: government needs to strengthen macroguidance, increase support, increase research investment, accelerate the construction ofScience and Technology Park and strengthen international exchanges, while enterprises are requested to strengthen the capability of independent innovation, find a new growth pointvigorously, develop new markets, and cultivate high-tech talents.
