Research On The High - Tech Industry Of High - Tech Industry In China

In terms of the practice in our country, although the high and new technology industry has more than ten-year significant development, there are still problems like shorter industrial value chain, low additional value, low overall level of industry benefits, the lack of sustainable development impetus of the industry, which lead to the plight of the high and new technology industry development. One of the reasons for the dilemma is that industrial technology innovation ability hasn’t given a full play. Theoretically, scholars at home and abroad maintain a high enthusiasm to continuously study the high and new technology industry from different aspects while the high-end research of the high and new technology industry is blank.This paper studies from aspects of theories and demonstrations. Theoretically, this paper analyzes and discusses related articles and theories of the high and new technology industry, the high-end of the high and new technology industry, technology innovation, industrial technology innovation ability, etc. And this paper tries to give the definition and characteristics of the high-end of the high and new technology industry and industrial technology innovation ability. This paper acknowledges that promoting technology innovation ability is an effective path to realize the high-end of the high and new technology industry in our country.With regard to the demonstration, this paper sets 8 indexes of the high-end development level of the high and new technology industry(B1~B8) and 10 indexes of technological innovative ability(A1~A10).Choosing panel data of 28 provinces of 2013 in China except Xinjiang, Qinghai, Tibet, Hong Kong, Macao and Taiwan, by using Factor Analysis Method, we extract principal factors from 18 indexes((Y1~Y3 and X1~X3), among which we calculate 3 principal factors: Y1(industrial scale factor),Y2(industrial efficiency factor), Y3(industrial growth factor) then we get Y(the factor of the high end of the high and new technology industry. Secondly, we use the panel data model to examine the influence which the 3 principal factors of the technological innovative ability from 2004 to 2013 in 28 provinces, that is, X1(innovation resources factor),X2(innovation conversion factor),X3(innovation input factor) have in Y(a high-level comprehensive factor). Results show that X1~X3 have a significant influence in the improvement of Y. The order of the influence intensity is X1>X3>X2, which shows the level of innovation resources and innovation input have a great impact on the high end of the high and new technology industry while the innovation conversion ability has the weakest impact on the high end of the industry which remains to be further strengthened.At last, this paper give advice of the high end of the high and new technology industry from the point of establishing and improving the intellectual property system, building synergy innovation network, enhancing the dominant status of the enterprise innovation, etc.
