The Research On The Transformation Of Agriculture Development Based On The Input-output Angle

During the "eleventh five-year plan" period, the rural and agricultural economy in Shanxi Provincehas undergone profound changes, with agricultural economy having been moving toward marketeconomy, and the modern agriculture having been into shape. But we should clearly realize theways such as resourse-dependence and extensive management of agriculture growth are stillwidespread. To solve these problems,we must adhere to transformational development ofagriculture and make an strategic adjustment to the agricultural and rural structure. To strengthenthe market competitive power of the agricultural products, we must develope intensive agricultureeconomy and go a way of high efficiency, low energy consumption, and technology alternativeresources. Walnut, as the characteristic agricultural product in Shanxi Province, whose developmentis a typical representative in the transformation of agricultural development. This paper will take thewalnut in Xiangning as an example for study.With the agricultural resources input-output as a research object,by the DEA efficiencyevaluation method, element model, economic growth theory for support, this paper first make anefficiency evaluation of the development situation of the walnut industry in Xiangning. And thenfurther analyse how such factors as varieties, industry scale, agricultural investment in science andtechnology, industrial composite degree, and government support influence the resource input andoutput. Finally, based on the input-output angle, an development strategy will be put forward.By DEA method of efficiency evaluation500walnut samples are analyzed in the paper. And itconcludes that the average efficiency for the allocation of resources under the existing technicalconditions is relatively low, with high possibility to rise profits. Also the scale of most peasanthouseholds is in an increasing stage. So it is imperative to carry on the transition development.By analyzing the multiple factors about the input and output of agriculture, the conclusion canbe drawn that the breeds of farming product have the direct impacts on the farming yields,qualityand economic value and that the agricultural industrial scale directly influences its benefits anddecides the the efficiency of agricultural input and output.The science and technology input sillinfluence the farming production efficiency by immediately acting on the whole processing.Theamount of processing will affect the amount of profits of agricultural economy through promotingthe added value of farming produce.The degree of industrial composite will improve the resource input and output by strengthening synergistic effect between industries and increasing resourceutilization rate. The goverment support including policy and finacial support is the critical factorsthat decide on the direction of agriculture development and drive its development.To promote the development of agricultural transformation, some suggestions will be putforward at the end of this paper. Such as adjusting measures according to the local conditions,playing the advantages of improved variaties to creat the brand of the products; constructing thecluster of industry and producing scale economies effect; strengthening the investment in scienceand technology to improve the skills of science and technology in agricultural products; increasingthe degree of deep processing of agricultural products and extending the product chain of theagriculture to increace the farmers' income; developing the diversified industry interaction andcreating the highly effective ecological agriculture parks; implementing the preferential policy andestablishing the service platform for the guarantee of the agriculture transformation.
