There is an aim to provide theories basis for optimizing resources allocation and provide a reference for drawing up agriculture development the policy in 9 provinces of Pan-RRD.In order to compare the agriculture input and output in 9 provinces of Pan-RRD, we mainly analyzed the comparative advantage of the labor force produce flexibility, the fixed assets investment produces flexibility, the scale remunerate and technique progress rate in each province. The conclusions as following: (1) The fixed assets investment produces flexibility of Nine provinces of Pan-RRD is not differentia distinctly under the policy of goverment. (2) The labor force produce flexibility of Nine provinces of Pan-RRD is differentia distinctly because of effecting of agriculture structure etc. (3) The agrculture economy of Nine provinces of Pan-RRD is extensive and labouring. (4) The agriculture technique progress rates is not directly lies on the macroeconomic of the province in Nine provinces of Pan-RRD. (5) Sichuan is the only province whose technique progress rate is positive, but the other 8 provinces'technique progress rate is descending in different degree.
