College Students'Health Insurance is a key part of China's healthcare policy. This kind of insurance mainly goes through three phases. The first phase is a free public health service, the second is a combination of public health care with commercial health insurance and the third phase is a combination of free health, commercial insurance together with social health insurance.Students'public health care system, which was established in the1950s, played a significant role in catering college students'health needs and improving the quality of students both physically and mentally. However, this system has several problems such as relatively narrow coverage, smaller in its compensation range, lower compensation standards as well as a lack of a unified model. With the gradual establishment of China's market economical system and the deepening of health system reform, especially in the early1990s, the state began to establish a system of combining public health care with commercial health insurance. Also, this system has its shortcomings, such as serious shortage of state financial grant, low level of school hospital service and quality, together with limited compensation of commercial insurance etc.). When the new health reform program been introduced in August2009, students began to have access in social health insurance, which mainly ensures students' inpatient and outpatient care. It began to implement the pattern of combining public health service, commercial insurance with social health insurance, which makes students benefit more from the health insurance, but this system exists problems too, for example, complicated reimbursement procedures, waiting for too long, and low percentage of reimbursement. Now, public health care system has been in quite difficult circumstances with those phenomena like increasing amount of students and the rapid rise of medical expenses, limited Government's financial investment, the school "blood insufficiency" and increasingly prominent contradiction of students' medical expenses. Therefore, it is an urgent task to reform current college students'health care system, to build a system which is adapting to the socio-economic development. Currently, the researches of college students'health insurance done by domestic scholars are mainly about the description of the system, some suggestions and its countermeasures, but less about empirical and theoretical researches. Hence, this paper elaborates the characteristics of four countries'health insurance of students, which are German compulsory health insurance, American mode of combining social health insurance and commercial insurance, British health care system for all citizens. Based on the experiences of foreign countries, combined with China's real cases, the paper endeavors to posit a concept of establishing multi-level health insurance system for college students.The basic ideas of this concept include:1. Based on the operation of hospital in college, students' treatment of minor diseases should be guaranteed;2. Students should be included in the urban residents' health insurance system with the help of government. Besides, establish specific health insurance fund as students pay for health insurance premiums and then give corresponding financial support for those in medical difficulties. In addition, students' Charitable Foundation should be established by college student organizations, civil affairs departments, NGOs etc. for poor students'temporary medical assistance. Moreover, encourage students to participate voluntarily in the commercial insurance as an important complement of the student health insurance, and raise the level of health care. Through these methods, an all-way students' health insurance system can be established, that is, minor illness relied on college, and serious illness relied on social insurance with commercial insurance as a complement.
