Research On Government Procurement Of Independent Innovative Products Strategies In China

The government procurement system not only strengthen the expenditure management in market economy in general practice, but also play an key role and have become a very important innovation policy part in many industry countries to promote technology and support independent innovation. In recent years, our government has paid more attention to the area of independent innovative products and announced a series of policies on independent innovation. It would make a significant effect on independent innovative products and industries. However, since we just think much of this area recently, the support and influence of government procurement of independent innovation in our country is lag behind.Although there are many research on government procurement and independent innovation, because of the differences in the background of polity and economics, these research results are hard to instruct well in China and we lack the study in this area ourselves. Therefore, it is important for us to do some research on relevant government procurement of independent innovative products to fill up the blanks and make a practice guidance for our government procurement.Based on the researches of some government procurement abroad, the thesis analyzes the main problems and reasons of government procurement of independent innovation,concludes the five most important drives of government procurement to stimulate independent innovation. To solve these problems, the thesis builds a innovation-oriented supplier evaluation system, and works out a series of policies on supplier development and cultivation; Then, according to the characteristic of the in dependent innovative products, studies the judgment methods in government procurement, explains the protection and support effect by a model calculation, and makes a game model to display the economic meaning for corruption in non-competitive bidding in government procurement. At last, this thesis discusses the main reasons of risk, and gives some proposals on relatively complete prevention mechanism with multi-departments in the whole process.
