Research On The Influence Of Government Procurement In Supporting Auto-Industry Independent Innovation

Developed countries use the government procurement policy as an important innovation tools and get fruitful result. China developed a "Long-term Scientific and Technological Development (2006-2020)" make the clear position of independent innovation of the national strategy in 2006, and that government procurement is an important tool to promote innovation. So government procurement got more attention to promote innovation. The automotive industry is the pillar industry of China, proportion of the national total purchase auto purchase up to 23%. Therefore, research on the influence of government procurement in supporting auto-industry independent innovation has a special significance.The article writes on basis of technological innovation theory, industrial policy and government procurement regulation theory, on the background of the auto-industry technology and development trend, and makes reference of the auto-industry innovation system, trying to establish a mathematical model on government procurement and the automotive industry's independent innovation, in order to get some useful advice for the government procument in our country.First, the article compares the automobile industry in China and developed countries status of independent innovation; Second, analyzes the mechanism of government procurement to promote independent innovation from three aspects: government procurement can reduce the risk of innovation market, guide the direction of scientific and technological innovation,and promote the ability of independent innovation of SMEs; Then, the article establishes a mathematical model, using correlation analysis, co-integration analysis regression analysis methods to do the research, and concludes that China's government procurement has a promotion on the automotive industry R & D and capital investment, and a weak influence on the amount of invention patents. Then the article analysis the reasons of this and concluded that it can be improved from three ways:to improve the procurement entity's awareness of purchasing from the product of independent innovation, to propose targeted procurement and to strengthen legislative oversight.
