Research On Perfecting Policies Of Government Procurement Of Independent Innovative Products

Government procurement can not only been used to strengthen expendituremanagement in market-economy countries, but also to promote national scientific andtechnological progress and encourage and support innovation,it has became a veryimportant par of innovation policy system in almost all the major industrial countries. InChina, in recent years the government had begin to realize the importance of independentinnovation products in government procurement, and issued a series of policies andmeasures to promote government procurement in supporting innovation.In2007, in order to promote independent innovation, China has developed andimplemented the " independent innovation products in government procurement budgetmanagement","independent innovation products in government procurement assessmentapproach" and "independent innovation products in government procurement contractmanagement approach", also in Guangdong Province2009formulated the " opinions onindependent innovation products in Guangdong Province Government Procurement " tomake clear rules and requirements of procurement policy for independent innovationproducts in Guangdong Province. In the implementation of the policy in recent years, thesupport efforts of government procurement in promoting innovation has been increasinggreatly. But it is undeniable that there are still a lot of shortcomings in China’s independentinnovation policy, considered of this, the Ministry of Finance in2011formally suspendedthe implementation of this policy. Although scholars have studied abroad in governmentprocurement from a different perspective for the role of innovation, but these theories arenot in the same background of the times, it is difficult to offer direct guidance to currentpolicy. So, to study the policy of government procurement of Independent InnovationProducts is very meaningful.This thesis is divided into five chapters: In the first chapter, a brief introduction of thebackground, the necessity and significance of specific topics; clear connotation ofgovernment procurement and innovation products, review and summarize the research inhome and abroad; The second chapter introduces the theoretical basis of independentinnovation products in government procurement, and lay the foundation for subsequent analysis and discussion; Chapter three take Guangdong Province as an example, introducesthe implementation of the policy of government procurement of independent innovationproducts, and analyzes the role of this policy, summed up the problem of policy; The fourthchapter examines the experience of developed countries in the use of governmentprocurement policies to promote technological innovation and practices,it provides us areference for improving the policy of government procurement of independent innovationproducts; In chapter V,offer suggestions to improve the policy of government procurementof independent innovation products.
