Innovation has became a kind of strategy. Related research considered the main force of innovation activities should be the corporation, rather than universities, institutes of science or other organization involved in innovation. Corporations'innovation is influenced by a lot of factors, including interior and exterior conditions, such as the institution of corporation, environment of innovation, the structure of employee. However, the key point of innovation should be the employee. So being good at solving the problem of employee will greatly impact the corporation's innovation. Under such context, the reseach focus on R&D employee in high and new technology companies and study the competency model, performace and motivation strategy of the R&D emlpoyee by the main method of competency research, combined with the Chinese current social, political, economic and cultural realities. The research enrich the theory system of competency through building the competency model of R&D position. And it also provides theory guidance for companies to enhance motivation practices and improve innovation abilities. Based on the literature review, the research points out the progresses and weaknesses of the previous papers and researches. Then the purpose, model and hypothesis of this paper are proposed. Also the specific research method and framework are introduced.The research concludes six dimensions of R&D competency model through interview and related literature. Then a survey is conducted after drafting the questionnaire for the research. The data from the survey is statistically analyzed to comfirm the R&D competency model. Based on the model, the paper analyzes the relationship between R&D competency, performance and motivation strategy by using square analysis, correlation analysis and regression analysis. The following conclusions are confirmed through interview method and questionnaire methodology. ( 1 ) six dimensions of R&D competency are gained: achievement motivation, ideation, group ability, learning and innovation ability, specialized technical ability and sensitivity to need;(2)some dimensions of R&D competency have significant difference under different individual and corporate variable;(3)the R&D competency has a positive effect on the employee's performance through correlation and regression analysis;(4)through analyze the moderate effect of motivation practices, training focus, performance based compensation practice and information share have a significant moderate effect between some dimension of competency and performance.In conclusion, the paper concretely analyzes the progress and practical meaning of the research, and also points out the weakness and the prospect for future study.
