Performance Evaluation Mechanism is one of the key measures to implement the enterprise's strategy. S Engineering Consulting Corporation, which will start the transforming to enterprise soon, has been selected to be studied, so as to improve its performance evaluation mechanism.Firstly, based on the analysis of S corporation's business, organization and staff characters, a SWOT analysis has been made for both internal and external enviroment of it. Challenges that are to be faced, existing problems of current performance mechanism as well as its inadaptability to the corporation's strategy have been pointed out.Secondly, by comparing study of current mainstream performance evaluation methods, Balance Score Card (BSC), as one of the effective strategy management tools and performance evaluation methods, has been selected for S corporation, which has the character of both project and knowledge oriented and has the need of transforming.Then, X and Y corporation, because of their success in going to market, have been selected to make benchmarking study. The application of their BSC-based performance evaluation mechanisms have been analyzed, which have provided very good references for the study of S corporation's performance evaluation mechanism improvement. Moreover, the new strategy of S corporation has been broken down according to BSC's 4 dimentions. The key success elements of each levels and their consequences have been identified, based on which the strategy map of S corporation has been outlined.Lastly, the design of BSC-based performance evaluation mechanism for S corporation has been explained in detail. Taking the position of project manager, one of the key positions in S corporation, as example, a detailed plan of how to implement BSC in this position has been designed, using the methods of Analytic Hierarchy Process and Expert Marking Method.By studying of S corporation's performance evaluation mechanism, the paper wishes to contribute a little to the strengthening of domestic engineering consulting companies'internal performance management and improving of their core competence.
