Research On Government Technology Procurement Strategies To Promote Corporate Innovation

Government technology procurement is an important part of government procurement system, which was proved as a mature tool and policy to promote the innovation ability in industrial countries. Government technology procurement can not only promote a country's innovation ability and competitive strength, but is can also the incubator of high-tech corporations, which was approved by lot of developed countries, such as American, Finland, Sweden, etc., it can enhance the capacity for independent innovation greatly.Based on the paper researches and interviews of some government procurement centers, the thesis did a research on government technology procurement strategies qualitatively and quantitatively. First, the thesis analyzes the theory foundation of government technology procurement as an innovation tool, and summarizes the role it plays to promoting innovation. Secondly, the thesis analyzes the main problems and reasons of China's innovation, and through the cases of technology procurement in foreign countries, it concludes the five most important drives of government technology procurement to stimulate independent innovation. Based on these result, the thesis argue that we should use government technology procurement as an innovation tool in China. The fourth chapter reseaches the strategies of government based on the procurement process, which include the industry choosing strategies based on different kinds of innovation, the long term industry choosing strategies and short tem project choosing strategies. The thesis also studies how to choose the suppliers and technologies, and how to manage them while procuring, include the contract management and performance evaluation. As information asymmetry remains a big problem in government technology procurement, the thesis designed a multi-purpose incentive mechanism to stimulate the supplier to complete the research task through principal-agent theory.In chapter 6, as the government technology procurement is a high-risk activity, to solve this problem, the thesis designed a risk early-warning mechanism. By analyzing the source and character of risk, the thesis summarize four kinds of risks: technology risk, finance risk, marketing risk and intellectual property risk. After that, the thesis establishes the performance assessment indexes and model base on fuzzy synthetic evaluation method, and the corresponding risk early-warning strategies, including precaution, emergency and remedy.
