Study On Technology Innovation Risk Early Warning System In Equipment Manufacturing Enterprises In Heilongjiang Province

Heilongjiang province is the northeast old industrial and equipment manufacturing base.During the period of the Eleventh Five Year Plan, our country has implemented the strategy ofpromoting the northeast old industrial base, vigorously developed the equipmentmanufacturing, bringing the new opportunity and challenge to the development of equipmentmanufacturing of Heilongjiang province. However, the technological innovation activitiesdeveloped presently by equipment manufacturing of Heilongjiang province won low successrate, when investigating the causes, we found one of the main reasons is that the equipmentmanufacturing of Heilongjiang province haven’t established the risk early warning system oftechnological innovation. As to improving the success rate of technological innovation,reducing the enterprise impact, helping all the levels of enterprise staff to make betterpreparation and actively responding to the technological innovation activities of enterprises,deeply investigating the risk early warning system of technological innovation of equipmentmanufacturing of Heilongjiang province has the theoretical and practical significance.Combining the characteristics and nature of the objects, this paper uses the way of combiningthe qualitative analysis and quantitative analysis, through the information inquiry and expertsurvey, on the bases of collecting the relevant data, gathering and summarizing the presentresearch result of technological innovation risk early warning, combining the characteristicsof equipment manufacturing of Heilongjiang province, builds each stage model of thetechnological innovation risk early warning of Heilongjiang province, finally establishes thetechnological innovation risk early warning of Heilongjiang province. This paper is dividedinto five chapters. The first chapter is an introduction, introduces the research background andsignificance of the paper, then the literature review and the main research content; the secondchapter is about the analysis and definition of relevant conception of technological innovationrisk early warning of equipment manufacturing of Heilongjiang province, and on the basis ofcurrent situation of technological innovation and risk early warning of equipmentmanufacturing of Heilongjiang province, analyze the existing problems and causes; the thirdchapter mainly consists of the risk influence factors model, risk identification model and riskearly warning model of the technological innovation of equipment manufacturing ofHeilongjiang province; the forth chapter focuses on the build of technological innovation riskearly warning system of equipment manufacturing of Heilongjiang province, based on the above research, I finally analyze the target, principle and requirements of the system build,then construct the technological innovation risk early warning system of equipmentmanufacturing of Heilongjiang province, finally analyze the construction, function andoperating safeguards.
