Actualizing tourism circular economy is important for establishing and implementing the concept of scientific development and promoting the sustainable development of tourism. Welfare economics is one of the important branches in Modem Western Economics. It is mainly on how to improve the efficiency in the allocation of resources, how to achieve fair distribution of income, and how to conduct collective choice to enhance social welfare.
