Urban system is a kind of complex social economic system, bymaterial cycle, energy flowing and information transfering andvalue appreciation of the internal system and between system andenvironment, which is interdependence, interaction, promotingeach other and restraining each other, to form a giant open complexsystem of highly complexity, uncertainty and many hierarchy. Atpresent, the urban sustainable development research mainly focuson setting up the index system and using some mathematicalmethod to quantitative evaluation. But from the developmentperspective, it is not enough to reflect the trend of the urbandevelopment and dynamic rule. Based on this, according to thedissipative structure theory, fractal theory in the organizationtheory, by the combination methods of the qualitative andquantitative, The author takes the city system as the researchobject to further comprehensive explore and research the urban sustainable development. And then the author takes Taiyuan inShanxi province as objects to perform the study and shows theresult, which indicated the feasibility of the model.
