Study On The Ecological And Environmental Protection Countermeasures Of Changchun-jilin-Tumen Pilot Zone

In2009, developing Changchun-Jilin-Tumen Pilot Zone is listed as the nationalimportant strategic. According to the program planning, Changchun-Jilin-Tumen PilotZone will be built to be the growth pole of northeast economic. But the contradictionbetween economic development and environmental protection is increasing. In theintegration process, due to population growth, economic development, city sizeexpansion, resources consumption and pollutants emissions, the environmentalpressure will increase.In order to provide suggestions for increasing ecological capacity ofChangchun-Jilin-Tumen Pilot Zone, and creating the economic belts which ischaracteristic, environment beautiful, suitable for living, and has good situation, thispaper analyses status quo of ecology environment, and puts forward correspondingmeasures for the existing problems.Through the analysis of the water environment, the main urban atmosphericenvironment, the sound environment, solid waste discharge and the ecologicalenvironment, this paper points out that Changchun-Jilin-Tumen Pilot Zone has thefollowing questions：(1)Due to using coal and the temperature inversion occurringfrequently, ambient air quality suffers a certain degree of pollution in the pilot area.(2)Inland river water quality has not get the basic improvement; The river waterpollution condition gradually aggravate,;The water environment pollution situation isstill severe.(3) Ecological environment in the pilot area has been damaged to a certaindegree, and ecological system is very fragile.(4) Rural water source of the pilot areais polluted to some extent. Because of the pesticides and fertilizers unscientific use,non-point source pollution in rural areas are serious. The pressure of the ruralecological environment is increasing.Then, this paper forecasts COD and SO2emissions in2015.According to theresult of prediction, and combining with environmental issue of the pilot area, thispaper points out that:(1)Along with the growth of population and economic, theresources consumption and pollutants emissions in the pilot area will improve, thecontradiction between economic development and environmental protection will increase.(2) With the scale growth of small towns in the pilot area and theconcentration of industrial in small towns, the industrial "three wastes" in the urbanwill increase, which will lead to the increasing of the environmental load.(3) Duringthe process of industrial park exploiting and major projects developing, the resourceand energy consumption and pollutants emissions will raise the load of the park andaggravate the surrounding environment pollution and the ecological damage.In this paper, based on the analysis of the ecological environment of pilot zone,researching the environmental problems that is existing and will be caused in thefuture, putting forward some countermeasures for the ecological environment, andmaking sure that the society, the economy, the environment in the pilot area could besustainable development.
