Eco-environment Planning Research In Jingyuetan National Ecological Demonstration Zone Of Changchun

Eco-environment planning is one of important means in resolving inconsistency between economic development and environment protection. Its concentration reflects sustainable development concept. Origined from late 19 centrury, eco-environment planning experienced flush, development and modern ecological planning phases. Many scholars in and abroad have been dedicated to eco-environment planning research.They deal with its connotation, theoretics, measures, and advices and so on. At the mean time it unceasingly indegrate with village, urban planning and landscapre ecology planning.Taking ecology and its relevant theories as direction, this paper discusses the technologies and methods of eco-environment planning. Further, eco-environment planning in Jingyuetan national ecological demonstration zone of Changchun is investigated as a case studied, aiming to achieve sustainable development of Changchun Jingyuetan ecological demonstration zone.(1) The research status of eco-environment planning is discusses, with emphasis on its relevant basic theories such as landscape ecology, natural protection theory, ecological economy, system science and sustainable development theory.(2) Technologies and methods of eco-environment planning are studied. Meanwhile measures are adjusted to local conditions in Jingyuetan demonstration zaone so as to establish planning indicator system covering economy, environment and society progress, and its attainability is analyzed.(3) Based on environmental background investigation and integrated evaluation, ecological suitability is analyzed and Jingyuetan demonstration zone is classified to five ecological function divisions, including ecological control, waterhead self-restraint, new city construction, modern agriculture insustry and ecological protection area.(4) The contents of eco-environment planning in Jingyuetan zone focus on five aspects as follows, eco-industry system, natural resources and environment protection system, eco-l living system, eco-culture system and capability guarantee system. Moreover, legal system, organization, funds, technologies and socity security work together to ensure implement of eco-environment planning effectively.
