Soochow is the city which has the largest economy amount and the most rapidlydevelopment speed in the Yangtze River Delta economic circle, the increase of itsindustrial carbon dioxide emissions is accelerating in the regional total emissions. Underthe trend of global low-carbon economy and the context of the national low-carbongrowing louder and louder, making the emission reductions implemented and formatting abenign development path is the problem needed to be solved for Soochow to keep leadingthe pace of development in the future.In this paper, from the statistical analysis of the regional carbon dioxide emissions ofSoochow, as well as the large-scale industrial carbon dioxide emissions, combined with theinvestigation of the carbon emissions about the different sectors in large-scale industrial,proving the fact that industrial carbon emissions is indeed the main portion of the regionalcarbon emissions, and some high-energy key sectors are the main body of industrial carbonemissions, effectively loading the regional carbon emission reduction tasks on thelow-carbon production will and behavior of the key industrial sectors. Further we analyzedthe factors affecting the low-carbon production will and behavior of industrial enterprisesthrough the theory of organizational behavior, and forecast analyze the carbon emissions ofthe large-scale industrial with simulation scenarios, provided the theoretical supporting andbasis for policy development.Finally, we presented political advices for the Industrial carbon reduction in Soochow,at the base of effective policy planning, using the means of finance and technology, withinthe framework of mechanism designing, internalizing the low-carbon production will to bethe corporations’ low-carbon production behavior, building a resource-saving andenvironment-friendly city.
