The Research On The Highway Environmental Impact Post Assessment Index System & Quantification Model

The fast development of the highway has brought the more and more serious environment questions day by day.Ecology questions, such as soil erosion, biodiversity reduction; environment quality questions, such as highway traffic noise, automobile waste gas, water pollution and social environment impact issues, these problems have been one of the important questions in the fields of environmental science and construction management. The environmental post assessment has become one extremely important constituent of the highway project post assessment for the highway projects.Post Project Assessment (PPA) in environmental impact is a further extension and development of the environmental impact assessment, which introduced as the theory of the environment effect assessment and the practice highly developed. At present, our investigation on the environment effect post assessment of the highway, begins at a comparatively late,no matter from the view of the practice of the government department or the related institutions ,or from the view of the theoretical workers ,and we have some results ,but not more, and they haven't become a system.So , the post assessment of the environment effect in the highway projects is a large field which is worth to investigate and research .After reading a large amount of literatures, at the base of analyzing and summarizing the former post assessment work experiences, combing with the characteristics of the highway construction projects ,as well as the real situation of our country's highway construction project management,this article proposes highway environmental impact post assessment index system conformed to our country national condition.This system mainly includes expressway natural environment such as ecology environment,atmospheric environment, water environment, and sound environment,as well as social environment and the loss of the environment.At the foundation of the established highway environmental impact post assessment index system, we separately carries on the influence analysis appraisal and forecasts to every single index,from the assessment content, assessment scope, the monitoring and assessment of the condition survey,and the monitoring model.When we assess the environment effect, combing with the characteristics of the highway environment factor effect, we separately choose different quantification model ,which mainly includes evaluation indicators alone , multiple indicator comprehensive evaluation and fuzzy mathematical evaluation .At the atmospheric environment effect prediction, as its effect has continuation in time , this article mainly adapt time series predict model to carry out the atmospheric environment effect prediction .At last, this article takes Heng-Da highway for example to inspect every index quantification model it established ,and gives corresponding post assessment conclusion .
