The Research On The Effectiveness Of Coal Industry Environmental Impact Assessment

Mineral resource is important substance based for human being and main energy in our country.Its exploitation,process and utilization not only advances the development of society and economy,but also caused much environment problem.Environment quality problem including air,water and noise pollution,ecology problem,such as soil erosion, biodiversity reduction,and social environment impact issues have been one of the important questions in the fields of environmental science and construction management.Since we adopted the system of environmental impact assessment,the problem of mining area environment has improved.But its effectiveness is not enough.Post Project Assessment (PPA) in environmental impact is a further extension and development of the environmental impact assessment, which introduced the theory of the environment effect assessment and the practice highly developed, and which can also improve the effectiveness of environmental impact assessment.At present, our investigation on the environment effect post assessment of the mineral exploiting is in the initial stage.No matter from the view of the practice of the government department or the related institutions,or from the view of the theoretical workers, and they have not become a system.So,the post assessment of the environment effect in the mineral exploiting projects is a large field which is worth investigating and researching.After reading a large amount of literatures,at the base of analyzing and summarizing the former post assessment work experiences,combing with the characteristics of the mining construction projects,as well as the real situation of our country's mining construction project management, this paper proposes mineral environmental impact post assessment index system according to our country national condition.This system mainly includes the impact of the environmental quality,impact of the ecology environment, socio-economic environmental development and cleaning production level. The first level of index system includes 4 indexs, the next level have 15 indexs, the third level have 61 indexs.The index system embodies the content and purpose of the environment effect post assessment of the mineral exploiting. Based on the existing index system of environment effect post assessment,this paper dissertate the assessment method of the index system,which mainly includes single indicator evaluation and multiple indicator comprehensive evaluation method.As to the assessment of cleaning production level,this paper choose the experts evaluation,AHP(analytic hierarchy process) and comprehensive index evaluation.At last,this paper takes Huang Ling coal mine No.2 for example to test index system and assessment method,and gets corresponding post assessment conclusion.After normal operation of the project,this case analysis show that the environment quality and grade has not changed, the level of cleaning production level is high,forecast results and the actual results of the monitoring data is consistent within the margin of error.It proved that these prediction models are accurate and the environmental protection facilities operates well. From this case, we can see that this index system is complete and reflects the changes of the environment situation,this index system can achieve the purpose of the post project assessment and is feasible.
