Research On The Effectiveness Of Emergency Plan System Based On Bipartite Network

In recent years, there are much more emergencies happened in our country, and brought serious loss which threats to our lives. The emergency plan is a guide to respond to emergency, effective emergency plan system plays an important role in reducing disaster losses process. So the research on the effectiveness of emergency plan system has great theoretical significance for the improvement of emergency plan system.There are two main aspects of the effectiveness of emergency plan system., one is the effectiveness of the plan itself, such as in the plan the subject is not distinct, and position is not accurate. The other is the effectiveness in the plan system, such as the connection between the plans is not tight. There are few research on what is the association between the plans and how the association is formed. The purpose of this paper is to establish the correlation between the plans, studies on the effectiveness of emergency plan system, and finds ways to improve the effectiveness of the system of plans.The national emergency plans of China are used as the objects. First of all, the paper establishes the relational patterns between emergency plans and laws which are the basis of emergency plans, and builds up a bipartite network of emergency plans and laws. This paper selects three subsets of laws set in the bipartite network, and projects the bipartite network to three association networks of emergency plans with the method of traditional no right projection, analyzes and compares the properties of the three associated networks. Secondly, this paper uses resource allocation index on local information to calculate the similarity between the emergency plans and analyses the similarity. Test proves the relationship between emergencies based on laws is reasonable. Finally, This paper analyzes the effectiveness of the association networks of emergency plans in the case of random node failures and selected node failures, Then evaluate the effectiveness of the plan system.The main objective of evaluating the effectiveness of emergency planning system is to find ways to improve the effectiveness of plan system. First of all, this paper analyzes the citations of laws during the plan formulation, and summaries the rules of the plan formulation. Statistics results shows that the plan likes to cites the laws with the similar type. Secondly, this paper proposes a bipartite network evolution model of emergency plans system, then uses mathematical analysis and numerical simulation to prove the rationality of the model. Finally, this paper compares the effectiveness of emergency plan system with different evolution strategy, and finds ways to improve the effectiveness of emergency plan system, and proposes policy recommendations of the preparation and revision of emergency plan.
