Study On Public Security System Maturity Model & Xi'an Qujiang Wide Goose Pagoda Emergency Plan For Major Accidents

Capability Maturity Model (CMM) is a process-based management model created by software engineering; it has the characteristics of normalization and systemization required by management, emphasizes quality management and process improvement, and embodies the notion of human factor-comes-first and the spirit of teamwork, which applies well to the management in pagodaThis paper uses CMM theory and method, and combines management characteristics for such organizations as Pagoda, to put forward the PS-SMM framework for public security system in pagoda., The paper defines behavior features at the five maturity levels, which are initial, defined, repeatable, managed, optimizing levels, and clearly states the major lays and purpose for each maturity level in this model. The PS-SMM whichis an important complementarity of the CMM system has a great theoretic meaning, and it has great practical significance in guaranteeing the Public Security System in pagodaThis paper tries two applications of the model for management evaluation and durative improvement in pagoda's public security system. One is the fuzzy assessment method based on PS-SMM; the other provides the preliminary tactics for improvement from low to high maturity, concerning the five stages for management improvement in pagoda (initiating, diagnosing, establishing, acting, learning/leveraging).This paper also disscuss the management improvement in pagoda emergency plan,According to the durative improvement model, this paper put forward a new improved chief frame for Xi' an Qujiang Wide Goose Pagoda Emergency Plan for Major Accidents.Compared with other maturity models, the study and fulfil of the PS-SMM are comparatively weak, that is why we should learn from the others.The establishment and application of the PS-SMM may have a great promote on the study on pagoda public safety management.
