At present, China is facing enormous pressure on energy saving and emission reduction. On the one hand, China has begun pilot of low-carbon city, such as Shanghai, Baoding. On the other hand, China rural development in this regard is relatively slow. The villagers jointly bear the social responsibility of the low-carbon and emission reduction, which is gradually becoming the hot topics in China with all sectors of society. Promoting the construction of low-carbon villages is becoming an important subject in the new rural construction of Beijing. On the construction of low-carbon villages, we should minimize carbon emissions by scientific planning and effective implementation. At the same time, we should explore the development path of rural low-carbon on the basis of improving the living standards of rural areas, as well as promoting healthy and sustainable growth of rural economy. This study describes low-carbon village research on china and other country, clarify the meaning and essence of the low-carbon villages, and explore the characteristics of low-carbon villages. The authors combine the current situation of Beijing rural development and low-carbon development theory in order to achieve the sustainable development of Beijing’s rural According to the statistical data analysis of capital rural energy use and the current development of Beijing rural status, and on the basis of field research of the capital farmers’household carbon emissions, the author analyzes the impact factor of the low-carbon rural construction and the urgent problem. On low-carbon development, green development, sustainable development of capital rural, the authors propose corresponding countermeasures and suggestions, as well as cycle management strategy.
