Our country have big population and is also a large agricultural nation. Today our government payhigh attention to the problem of how to increase the income of peasants, how to make farmers feel theycould get more benefits, is the first thing our government should do. In recent years, our country hascancelled the agricultural tax, it is the happiest thing to farmers. But with the high speed of rapid economicdevelopment of our country, we pay no attention to environmental protection, especially in the country.Environmental pollution will cause lot’s of negative effects. If this thing can not be under control, it willnot only slow down our country’s developing speed, but also will cause the social problems, which willthreat the peace and stability of our harmonious society. Why causing such environmental problems, thereason is inseparable with our bad rural environment management system. At present in our country’s ruralareas, the environmental management system there are no effective, the problems such as construction ofpolicy, the lack of money, can’t get the finance support etc. Such of this all cause the development of therural environmental protection becomes so difficult, and rural environmental protection can’t carry out, forenvironmental problems caused by the influence of agricultural production will gradually obvious,eventually blight the economic development of China, and also make bad influence in improvementpeople’s living standard.To solve the rural environmental management system, we can follow such aspects, first because Chinais a unitary system of centralized country, the central policy has important influence to the localgovernment, and the reform of the center environment management system has significant influence to thelocal environment management system. So if the whole country environment management system ischange the rural environment management system can also change, so my thesis also follow such ideas tosolve the rural environment management system. In analysing the rural environmental managementproblems. author use a literature analysis method, comparison method, and case study, etc. And author alsouse the ecology, resource management law and the method of sociology to investigate this project. In theend the writer made some achievements. This paper include four part. In the first part, writer briefly introduced the problems of China’s ruralenvironment now face, and then from the bad influence Present rural environment to the farmers, writerpoints out that rural environment management system is the source of the problem that why countrysideenvironment problems becomes so serious. The next part of this article is about the rural environmentmanagement system of the concept and its development history, in this part, the author first introduce theconcept of management system, and then to clarify the rural environment’s concept, and based on this,define the rural environment management system. For the history of rural environment managementsystem’s development, the author points out two arts to discuss. First part is central environmentalprotection department, second is local environmental protection. The third part and the fourth part is thefocus of this article. Author introduced the theory such as ecological conflict of ecology and sociologicaltheory. In using these basic principle theory, writer can solve the environmental management system moreeasy. Both of the two chapters of hold on the view, the author basically follows as this: To find thananalyze and solve problems, in the third part of the composition writer analysis specific problems, such asthe China’s environmental management system operation mechanism, institutional setup, law problems,while the fourth part of the essay corresponding the solution, and whether the problem put forward to orhow to solve it.
