Reasonable allocation of the total water pollutant emissions has an importantinfluence on the protection of the water environmental quality, and promotes economicdevelopment in the watershed within.But the total allocation of water pollutants in theprinciples and methods is not yet perfect, and the allocation scheme is often difficult toimplement.In this paper, firstly the basin’s total water pollutant allocation of existing basic theoryand technology was analyzed, a "fair balance between efficiency" was as the basicprinciples; analytic hierarchy process was selceted as the initial distribution model andcontains the social, economic, environment, technology, management factors index systemwere build, and15indicators were identified; evaluation indicators as population, GDP,Administrative Region of the area, fresh water consumption, the Gini coefficient methodwas selected as the initial distribution of the fairness of the judge model,which population,GDP, Administrative Region of the area, fresh water consumption was evaluationindicators. Then, for the unfair allocation results expressed in three identified the technicalroute optimization allocation result, the establishment of a feedback optimization model.Finally, to Dongguan the Dongyin canal as an example, how to allocate the totalamount reduction was researched. Based model, to choose COD and NH3-N as controlindicators,"basin-Administrative Region" for the purpose of allocating the main line, getpopulation-reductions (μ1), the GDP-reductions (μ2), the area of region(μ3), the amountof fresh water consumption (μ4) were0.262,0.262,0.289,0.330, respectively. They wereless than0.4, in the range of fair distribution. But, the GDP-reductions was contrary to theprinciple of the efficiency of the total allocation. After the feedback optimization:①Theμ1μ3, μ4are decreases, the fairness of the increase;②The μ2becomes large, to someextent weaken the GDP reductions affect;③The μ4reduce to0.029, the fairness of the higher, the optimal result there is conducive to promoting the region to improve the levelof sewage treatment. Watershed "Twelve Five" during the final allocation result of theamount of pollutant reduction: Nancheng, Guancheng, Humen, Dongcheng, Houjie CODreduction of allocations were1705.6t,1705.6t,1619.7t1568.8t1488.4t, nutrientreducedrespectively to210.3t,210.3t,199.7t,193.4t,183.5t,151.5t, accounting for theentire watershed "twelve Five"46.9%of the total reduction; the8Towns (Shatin, Dasan,Liaobu, Shek Pai, bridge, Hengli, Qishi Dongkeng) cut a relatively small proportion. Theexample shows that the allocation principles established guidance methods, evaluationindex system and allocation model have a certain practical value, and other areas assignedsolve the problem also has certain reference value.
