Oilfield surface engineering infrastructure projects as an important part of oilfield surface engineering construction, plays a vital role for the quality and the normal operation after completing all the project. Although most project managers have realized the important role of risk management in the oilfield surface engineering infrastructure projects at present, they are still not completely circumvented the potential risks they face.In this paper, oilfield surface engineering infrastructure projects related to risk management theory as a theoretical basis, combining with the basic conditions of the oilfield surface engineering infrastructure projects, then we can analyze and sort out the meaning and characteristics of the oilfield surface engineering infrastructure project risks. It’s the goal that all the project construction is completed by the efficient and fast way. To analyze the risk factors of Oilfield Surface Engineering infrastructure projects, And we can sum up systematically the risk that the current oilfield surface engineering infrastructure projects facing from four aspects include quality risk, schedule risk, security risk and cost risk. We base on the analysis of Oilfield surface engineering infrastructure project risk factors, and establish the evaluation index system from the four aspects of quality, schedule, safety, and cost that contains four two indicators and19three indicators. According to the indicators in the index system characteristics and the total indicators, we use the risk matrix evaluation to do the quantitative calculation and scientific evaluation of the indicators in the index system, find the key factor that affect the risk management of oilfield surface engineering infrastructure projects through the evaluation, and do the corresponding analysis. At the same time, we make a set of scientific and feasible management measures to improve risk management capabilities of oilfield surface engineering infrastructure projects against the key factors that affect the oilfield surface engineering infrastructure projects such as the inappropriate construction program plan, the inaccurate or inadequate information of construction site and the increasing building material price, improve the understanding of project risk management, and provide an important theoretical basis to enhance the strategic risk management capabilities of the oilfield surface engineering infrastructure projects.
