The Study On The Problems Of Environment Protection Of Mining Exploitation In The Frontier Minority Areas

The fundamental problem of the frontier minority areas is the problem of development. As long as the economical and the social development is realized these areas, all the other problems will be easily settled. It is necessary to exploit and take advantage of local natural resources in order to promote the economical and social development in the frontier minority areas. Minerals, one kind of natural resources, is one of the basic sources of human production subsistence. In the process of minerals exploitation and utilization, the key is to well-manage the relationship between environment protection and the distribution of benefits. With the continuing economical and social development and the exploitation of mineral resources, the frontier minority areas ushered in groups of large enterprises both from home and abroad which stationed there to carry out the development and utilization of local resources in the people’s fine hope of improving and getting rich. However, things went contrary to their wishes. Due to the resource development mode which under the guidance of Chinese traditional planned economy, the exploitation and utilization of resources led to the deformity and tortuosity of the benefit distribution among the areas of resource belongings, and the constant local profit loss in the process of developing and using resources. As a consequence, the majority of local people did not only benefit from the resource development, but even got involvement of the various environmental problems caused by development and became increasingly impoverished. The proceeds brought by resource development was mainly taken away by the state-owned enterprises and superior finance institutions. Still, the residents were more and more poor, some places were even national and provincial poverty-stricken areas. Thus, the result was the phenomena of wealthy government and poor residents.In response to the above issues, beginning from the environment conservation, this paper aims at promoting the rational development and utilization of mineral resources in Chinese frontier regions. After defining some relevant concepts, the paper profoundly analyzes the environmental problems in the process of development and utilization of the mineral resources and the damages to the economical and social development in the minority regions. By restricting the main elements of environmental protection and analyzing the experiences from home and abroad of resource development in frontier minority areas, this paper tries to study and find out the effective approaches to the environmental problems in the process of exploiting mineral resources.
