Land reclamation and ecological restoration is an important means to deal with waste of land resources and ecological destruction caused by exploitation of resources at industrial and mining areas. The research and development of land reclamation and ecological restoration management information system for industrial and mining areas is aimed at through "3S" technology’s feature of efficient spatial analysis achieving systematic, quantitative and visual management of the process of land reclamation and ecological restoration at industrial and mining areas, thereby enhancing the capacity and efficiency of land reclamation and ecological restoration at industrial and mining areas. This paper analyzes and summarizes the situation of domestic and foreign research and development on information-based management of land reclamation at industrial and mining areas in the past20years, making clear that the research and development of land reclamation management information system for industrial and mining areas should be closely combined with China’s technical specifications and management mechanisms of land reclamation and strive to make the system more intelligent and convenient, thus to provide data support, technical support and scientific basis for the future land reclamation and ecological restoration at industrial and mining areas.This paper, based on the status quo of a series of land destructions caused in the coal mining process of Pingshuo Mine, conducts research and development, technical tracking and assessment of land reclamation and ecological restoration management information system. The specific research method is using GIS feature of spatial data analysis and management through ARCGIS-based secondary development to research and develop the land reclamation and ecological restoration management information system for industrial and mining areas, focusing on building thematic analytical modules of determination of the extent of land damage at industrial and mining areas, suitability evaluation, selection of reclamation mode and assessment of the effect of land reclamation and ecological restoration.This paper includes the following research contents:(1) with Pingshuo Mine Taixi First Mining Area as research object, using MSPS (Mining Subsidence Prediction System) to make subsidence prediction, and combined with MMSPS (Mountainous Mining Surface Movement and Deformation Prediction System) analyzing the pros and cons of these two models, as well as the relationship between subsidence prediction software and the thematic module of subsidence prediction results analysis and processing;(2) with the help of GIS feature of spatial analysis and secondary development, carrying out development and research of land reclamation and ecological restoration management information system for industrial and mining areas, building thematic information-based management and monitoring modules for determining the extent of land damage at industrial and mining areas, assessing suitability, selecting reclamation mode, as well as tracking and assessing the effect of land reclamation and ecological restoration;(3) during system construction, focusing on developing the methods in selection and determination of land reclamation measures for industrial and mining areas in accordance with analytic hierarchy process based on four levels of natural division, land damage pattern, land reclamation unit and land use patch:(4) taking Pingshuo Ming for example, making instance validation of four thematic functional models of land reclamation and ecological restoration management information system for industrial and mining areas, Including Pingshuo Mine Taixi First Mining Area’s land subsidence results analysis and processing, land suitability evaluation, Pingshuo Mine’s reclamation mode determination and research of Pingshuo Mine’s land use structure change in1990,2000and2010; assessing Pingshuo Mine’s ecological restoration effect by NDVI-based net primary production (NPP) in1990,2000and2010s.While building the land reclamation and ecological restoration management information system for industrial and mining areas, this paper, taking Pingshuo Mine for example, for different types of land damage, uses GIS feature of spatial analysis and management to make specific validation of a typical mine’s information-based management of land reclamation and ecological restoration, which is a great representation for the promotion of application at small-scale industrial and mining areas. This system not only includes modes of land reclamation and ecological restoration for different types of damage, but also studies and improves solutions to some of the key problems, so that the modes are more responsive to the software development and application. In addition, this system closely combined with the management requirements of land and resources departments has strong practical significance.
