In order to develop sea oil resources, China has built morethan100oil platforms in the Bohai Sea based on the work ofexploration and development since the1960s.Within the next fiveyears, another more than100oil platforms will be built with thedevelopment of the Bohai Sea oilfield. Due to the influence bynatural factors such as weather and the limitation of the operatingconditions of large construction such as ships, security risks shouldbe high in the project’s operations. Casualties and significantproperty losses would be brought while the event of an accidentoccurred. Sea Oil Engineering is a kind of high-risk and high returnproject, so it is necessary to carry out systematic risk assessmentand classify all potential risk factors which may bring the accident.Then the key factors could be drawn by running the application ofrisk techniques. Based on the systematic studies above, the riskscould be controlled within the scope of decision-makers’scheduled.In the present situation, the writer is intensely aware of thenecessity and importance understanding of risk management,make deep research on risk management at home and abroad, concludes and describes the research progress of the riskmanagement. Combining the practice of BoZhong28-2Southoilfields construction project, the paper analyzes the advantages,weaknesses, opportunities, threats of the project operation bySWOT analysis, and indicate possible risk in the project. Thenbased on the steps of risk management, take the life cycle ofproject operation as main line, research the possible risks of theproject progress in various stages, assess the possible risk, andfinally establish the model of the BoZhong28-2South project riskmanagement system, at the same time, give some correspondingmeasures to resolve them, so that it can be smooth implementedand the investment returns can be maximized. Through theimplementation of this project, the practical experiences of thetheory have been greatly enriched. It is not only efficient, qualityand quantity to complete the work of BoZhong28-2South oilfieldsconstruction project, but also enrich the theory of riskmanagement. Based on the fuzzy characteristics of risk factors inthe offshore oil and gas platform construction project, the paperintroduces of fuzzy theory, applies the analysis of hierarchyprocess to construct a Fuzzy hierarchy in risk assessment model.Meanwhile, it indicates the various impact of the risk factors onthe project by the operator, and provides the foundation more scientific, rational, more purposeful for scientific.
